    It is a scam, and one which should be reported to your local Trading Standards Office at the Council where you reside.

    I know that it is a PITA, but if you follow the above advice you will cost the PPC and the BPA £120+, well worth the effort i.m.o.
    You never know how far you can go until you go too far.

    Stand up firm to these scammers they pray on frightend soft touches to fill up there filthy bank account.
    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:

  • Hi Sam. You can write up the general points if you want. I'm guessing that it's a standard CEL rejection letter. That would be no surprise. If it is did they send a ten digit POPLA verification code. You can check if the code is genuine here.

    If it is then the next step is to send in your POPLA appeal which you can use by reading Coupon Mad POPLA appeals post three here.

    Adjust it to your own specific case. Above all DO NOT WORRY. You need to realise that CEL are trying to scam you so you should be angry rather than worried.

    What - surely you DO?! You have been here a month and it seems you haven't simply looked at 'How to win at POPLA' in the Newbies thread? We won't be writing it for you, it's already here, assuming you have a POPLA code then you simply use the CEL POPLA example and change the wording about signage or other details as appropriate.   • The first page says the car park has received several problems with unauthorized parking resulting in vehicles being parked for long periods of time and occupying valuable space

    The lgeal basis for the ticket we bave issued is contract law...then goes on to say i consent my actions

    We refute your assertion that the enforcement notice was not issued in compliance with protection of freedoms act 2012

    We reject your proposal to charge CEL for any costs incurred while appealing

    The charge falls within british parking associations reccommended guidelines for car park enforcement

    Due to data protection we cannot give details of clients or contracts with them

    It is the drivers respobsibility to pay this PCN.

    The second page gives a popla number and the chance to pay at a reduced price.

    Another thing that was said was about how they say either way If i do or do not admit it was me because I am the named driver I am still the one to be charged? Unless i tell them who it was. Section 4 of protection of freedom act

    It best for me to just tell the truth (i did pay) and forward a bank statement? Im moving house aswell in two weeks and do not want to tell them. Could that get me in more bother?

  • Well the good news Sam is that you have received a complete pile of Bullshot from CEL. The usual carp on A4. So you have a POPLA code and it's time to use it. Have a good read of the POPLA appeals thread to learn about your next steps.
    The sale of the land could be interesting. Once the owner sells the land does any contract that may exist with CEL become retrospectively nulled. A question for the smarter members here.
    Just remember that CEL are a bunch of muppets who cannot ever, ever, ever prove GPEOL.
