Get rid of the f--- word straight away bb46 - IT'S NOT A FINE, big growl:-)
and settle into several reads of the Newbies Stickies.
All your ammo is there.
You've received an unenforceable, fake , speculative invoice from a private parking scumpany.
Let's see if others think it's worth you naming bro-in-law, with permanent Oz addy, as distant driver....:D:D:DCAP[UK]for FREE EXPERT DEBT &BUDGET HELP:

Q: When is a fine not a fine?
A: when its a fine
the whole thing can seem incredibly confusing but once you get your head round things its pretty straight forward.
In answer to your question do you have to pay the answer is no.
However i would advise that you take the following action:
Contact your wifes brother and tell him that the car he was driving has incurred a speculative invoice otherwise known as an unlawful penalty.
tell him that parking eye may get in touch with him, but he doesn't have to pay a penny ( or cent)
Contact parking eye and provide them with a serviceable address ( ie Sydney/Darwin/where ever in australia) for your wifes brother.
that should be the end of it as you have provided a legitimate serviceable address.
On the subject of Australia and private parking tickets a quick google search pulled up this Maybe we, in the UK could learn a bit from the Australians
http://www.indymedia.org.uk/en/2014/04/516253.htmlIn introducing the bill in 2012, NSW Minister for Roads and Ports, Duncan Gay, said "some private car park operators are serial abusers of the preliminary discovery process through which the RMS has been obliged to release driver details". He said that "instead of using the process to mount a potential court prosecution, operators have been using it to support a business model of posting mass demands to customers and relying on a proportion of them paying”.From the Plain Language Commission:

You have not received a fine. Please amend your post accordingly.
Everything you need to know is in the Sticky thread for NEWBIES conveniently placed at the top of the page, but unfortunately you seem to have missed it otherwise you would not be asking questions like, "do I have to pay?"
I agree with Half-way, the easiest way to get this quashed is to name the driver and provide the PPC with his address in Oz. Tell your BiL to give anything and everything he receives from parking lie a stiff ignoring, but to keep the bog paper for reference.I married my cousin. I had to...I don't have a sister.
