Collection item - no show - how to pursue?

I'm getting fed up with a buyer who has failed to turn up three times to collect an item and now isn't responding to messages to him. I suspect he has just changed his mind about wanting it.
He hasn't paid but I don't want to chase him to do so via Paypal as wanted to do cash on collection to prevent any blowback.
So how can I get some closure on this?

These are the only two options available , but of course both have their problems.
An NPB would force the buyer into using PayPal and a mutual does of course need buyer to agree.
Non collection or problematic buyers are an issue with collection only,items as outlined in the sticky thread here

Three times not collecting means he never will. Open a dispute to reclaim fees. It is really unlikely that he will then pay but as above it is a possibility just be prepared for it..0

thanks guys, he's a relatively newbie so have politely reminded him that winning the bid meant he'd entered into an agreement to buy, so let's see what happens.
