    There is *now* always a requirement for building regs when you replace a door or window. FENSA is a self-certification of compliance.

    In terms of structure, no additional involvement from a building inspector is needed unless the new opening is wider (and therefore requiring support) or it's a bay window, in which case they check the existing support is adequate. Thermal loss, safe means of escape and protection from falling through low placed glass - which could occur through the lengthening or shortening of an opening is dealt with in the door or window regulations.

    Planning permission isn't needed unless you're in a designated area or building.
