Letter before court action!

Hi There,
I was wondering if anyone can inform me on what a 'letter before court' actually is. Will it actually have those words on the letter? Also if I receive this letter, will I still have a chance to pay the original fine before being taken to court?
Secondly I have received a letter from DRP offering me a reduced rate to settle the fine. I have already received several letters from them, telling me that the fine has increased to £110 due to 30 days passing etc. Now they are reducing the fine to £88 "as a final act to settle the dispute before court". No where on the letter does it say that it's a letter before court though. Is this usual?
Thanks,
Jason

This link will give you full details of what a LBCCC/LBA is about. Written by a retired solicitor, lazyDaisy, it is set in the context of private parking tickets.

But DRP, as debt collectors who own no 'debt', cannot issue a LBCCC/LBA. So you ain't got one! Ignore DRP.
If the PPC or landowner sends a LBA then don't ignore that, come back for more advice.
Who is the PPC? That might give us a better idea against which to forecast the likelihood of court action.
PS - you haven't been 'fined'. You've received a speculative invoice, with no statutory basis. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Stop panicking about the well-known, poxy debt collector letter chain from DRP, aka Zenith, that people have ignored in this forum and laughed at for nearly a decade! No need for a thread really, ignore them just like the 'Newbies' sticky thread post section #4 tells you to, or respond ONCE as keeper (not driver), telling them to go swivel.
This is NOT A FINE. However you may be best not ignoring the PPC - who was the PPC? If ParkingEye or other litigious bully, you should be proactive by appealing late to them (again the Newbies thread already covers this as well!) in the section I wrote 'too late to appeal, you think?'PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Okay Thanks a lot.
The PPC are Horizon Parking. They've been giving me a LOT of grief as of recent. I sent them a late appeal because by the time I discovered this forum I thought it was still okay to just ignore these guys.
All they replied back is that they have passed the matter on to Debt Recovery Plus and that I should correspond with them from now on and they will not reply to any more of my letters.
I shall just ignore everything from now on (apart from a LBC!)0 -

For sure, debt collectors, who have no interest in any of this alleged 'debt', cannot issue court papers; only the PPC or landowner can.
Don't ignore a LBCCC/LBA - come back if you get one from PPC or landowner. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
