Finding out about Exchange updating?

I live in a Norfolk country village and phoned to renew a broadband contract with TalkTalk. I sometimes only get 1.5mbps download speed but better the devil you know I think!
Anyway I was told that I could not get any cheap deals from them as my Exchange has not been updated. I don't know what exchange is being referred to and how to find out if it will soon be updated. Can anyone advise please.
