I just registered on the forum to say thanks for all your help. I took my time, read through the sticky posts and used the standard letters to reply to Parking Eye and DRPL.
I was outside the 28 days appeals window because I had been ignoring the letters (bad, outdated, advice from someone at work). I have had a recent letter from DRPL saying the independent appeals process was no longer available.
Today I received a letter from ParkingEye saying that the charge has been cancelled and there are no outstanding payments due on this account.
FWIW this was a charge supposedly on 30th June at Associated British Ports Town Quay (Short Stay) car park, Southampton.
So, THANK YOU ALL.

Good man and well done on handling this without direct forum input. Great beating ol' PE. I think they might come a bit of a cropper in Soton before too long. Lots of choppy water for them in the Harbour! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
Give a man a fish, and you feed him for a day; show him how to catch fish, and you feed him for a lifetime.#Private Parking Firms - Killing the High Street0 -
Well done - and be ready to send a copy of that PE letter to DRP if they still bother you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
