victim of fraud, bank drag it feet

Hi there i hope you can help.
Back in September 14. a friend of mine used his card on a machine that was hacked. The bank Santander contact him straight away to let him know he had been the victim of fraud, along with many other that day and told him all the detail of how it had happens and that he would get all his money returned that day (Saturday).

The next day no money. so he contacted them again and they told him it would be Tuesday. The incident took place Friday so this was a few day later.. Tuesday came and went still no money .. so he contacted them again.. Santander told him they had no record of him being a victim of fraud and no information regarding this..After much discussion we got them to check the phone record. To which they realised that he had, apologized for the inconvenience caused .. But said that the bank who own the cash machine is disputing the fraud and that Santander where in court arguing it with all there evidence. After more discussion they agree to give him £50 as a "good will gesture" (not going to cut the cost incurred as a result of this loss of money).

He's phone several time since and get fobbed off with the same story it in court nothing they can do... this has effected us going on holiday in which we had book time off work and also the other financial implication that come with no money to pay things.... where in October and there still no result and to make thing worse we cant afford to ring the bank anymore .. we went into the bank and they wont help.....
Has anyone got any advice to help .. should the bank not pay the money back anywhere .. the fact he was a victim is not in dispute it the other bank who playing funny so this shouldn't effect my friend should it? any advice would be great thank you.

    Make a formal complaint to the bank, and if they don't refund in full within 8 weeks go to the Financial Ombudsman. How much money was involved, was it more than the £50 you mention? I'm rather surprised that Santander didn't refund within the first few days but it seems as if something has gone wrong in the system, and a complaint may release whatever the blockage is.
