PPI claim - how far back can we claim?

Does anyone know how far back you can make a claim? I had a loan with Halifax and was made redundant so I paid the loan off with my redundancy money. I then found out a week or so later I had insurance so I went into bank and was told you hae cleared the loan so too late. That was 22 years ago...............is it too old?
