does someone have underlying entitlement for carers allowance if they could claim but can't because they earn over the £101 per week threshold?

As this is part of the eligibility criteria I suspect not.
Have searched but cannot find anything that indicates the opposite view.
There are certain allowances which can be taken into account as regards earnings. Would that help?
As far as I know a carer's premium is only added when CA is taken into account as income for a means tested benefit or when there is an overlapping benefit.
