G24 Appeal Refused, POPLA next...

Morning All,
As the thread title suggests, I've had a G24 appeal refused. I was planning on following the advice on the "Newbie" sticky for POPLA but on my screen and in a couple of browsers it is illegible displaying as strings of exclamation marks and letters. Other threads have varying levels of illegibility.
I have no idea how to fix it, otherwise I'd try. Would someone be kind enough to either tell me what I need to do to read it or link me to a reliable source of POPLA advice?
