Best way to proceed re tradesperson who doesn't return to fix problem?

Hi - new shower installed 3 months ago in renovation project of house I bought is unusable (has been from start but only realised upon moving in) owing to the water not draining away at all because the flow is insufficient to get the macerator to kick in.
Notified the building contractor and his plumber of this 2 weeks ago via email, have phoned at least 3 x and emailed again since, they just make endless excuses.
What's the best way forward please if anyone can advise? Don't want to get too threatening too quickly ... I held a few hundred quid back of what I owed him partly by accident/practicalities of which he's aware, and partly because I was cautious re the possibility of this scenario.

I thought a macerator was there to liquidise your poo not to remove water.
Phone calls aren't working and email isn't an accepted form of delivery so try writing to them first.0 -

Macerators won't/don't kick in unless water is flowing - a veritable log on its own would just sit there for ever and a day

Sort of thought like you originally, but 2 plumbers explained to me that it's just a method of getting the water to drain out sideways before going down, using narrow pipework; had to have in this case owing to configuration of house with conservatory roof directly below where normal downpipe would have been.
They're not popular though, just something else to complicate matters/go wrong ...0 -

My down pipe is inside so don't have that problem.0
