Certain buyer is doing my head in!!

Someone from Germany keeps on buying the last stock I have of a certain item. Then they do not pay.
So I block them. Cancel, they get a strike and I relist.
A week later they are back with a new ID, slightly different email to the last one, and do the same again.
This is the 4th time they have done this - always the same items, the minute I see the purchases I know who it is and I know they will not pay - there are another 8 items that they have bought and not paid for. Now I have to wait for the clearance to relist.
It's actually doing my head in now and there is no way of stopping that buyer doing this over and over again.

Could you not block buyers from Germany, state clearly unable to send to Germany.
I have seen a number of times especially cosmetics in large script, unable to ship to Germany do not bid.0 -
What about putting on BIN with immediate payment required.0

Hmmm, I have lots of German customers, just this one is a pita and I do not want to exclude them all as the other people are fine.
I offer flat rate postage which is paying for the first item and then the rest are free so this would mean I would be constantly refunding (and losing 10% off the fee to Paypal).
This woman is a complete pain. I can only think it was because the first time she bought about 20 items and then started making stupid offers on items so I kept on declining them and so she would would it again and - in the end, did not pay for the BIN items - she must have got blocked for that so came back with another email address and user name.

I think in this situation a block on Germany is not going to put you out ~ it's one listing not all of them.People don't know what they want until you show them.0

It isn't - as they started buying other things the second time. But, recently, it is just these things.
However, it is inconvenient as it means people cannot have them sent combined and I sell sets and this item is one part of a set, different sizes are sold in the set so you can get a size that fits you - this will mean it is going to put people off buying the set if they have to pay for them separately - especially overseas buyers who will have to pay 2 sets of postage.
There are 7 specific items she seems to go after (but there have been more) she buys all of them and then does not pay. I did think it might be because she is selling them them too and with my (cheaper) listings gone she can undercut the other sellers on there. I have no idea.
I think the answer is to just list a few at a time so if she buys them all I can relist them and it means there are matching items of the sets still in stock and she is blocked from buying the rest.0
