Changed my address after pcn date- can I still appeal

Hi all, I've read a lot around the forums to try and answer this without asking the same question again so apologies in advance if this is frustrating to some !
I received a pcn from excel to my parents house (it has gone to rossendales now) but I haven't lived there since oct 2013. I changed registered keeper address in September 2014 after recieving letters from excel to old address from July.
Can I still appeal by saying I wasn't the driver or have I left it too late as I have missed the deadline? Can the clock still be reset even though it was my fault I didn't change address?
Finally, if I do write to tell them the above, am I correct in thinking I do not legally have to disclose who was driving?
