Item not received - seller asking not to open a case

Hi
A little advice please. I bought an item that has not arrived. I messaged seller, who initially offered just under half the cost as a refund and advising me to buy one from a local shop (!). I declined this (I haven't seen any local. Hence using eBay, plus I would in effect be paying twice, but only receiving once).

They've now asked me not to open a case, but are offering a full refund and asked me to then pay again if it does turn up.

Can they refund without me opening a case? Could it cause any problems down the line? I did buy the item over 2 weeks ago for an occasion this weekend. If it turns up after the weekend it's no use to me, and I'd happily return it. I don't expect something for nothing but I'm just not convinced about this seller.

I have a feeling it might be coming from abroad - just my suspicion, even though the listing says they are UK based. It's just a hunch I have and I can't explain why.

Anyway, if I say yes, please refund, could it somehow be cancelled, or once it's back with my paypal account it can't be reversed?

    yes they can refund without you opening a case, there is no risk to you at all once you have the refund.

    If item arrives later you can tell them you have it and offer to hold it for them until they either collect or send a SAE for its safe return, you do not have to re pay.
