  • You have nothing to lose by appealing - in fact it will cost the PPC for each appeal ....

Did you wait until the Ntk arrived.

In the appeal state the vehicle was covered by a valid permit on each day
  • i think they took photos. The housing manager showed me one of the photos and it wasn't on display (having fallen into the crevice between the dashboard and windscreen). but they have a log of who had permits at the time and i am there.

We may be able to help you with the IAS appeals anyway as we have ideas what to put to try to win - equally you may prefer to use PTAS at £16 per PCN it's guaranteed and run by posters here (not me).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do you have a "Trade Union", if so draw this to their attention.
You never know how far you can go until you go too far.

IIRC trade unions for hospital staff is either UNITE or UNISON

Is your accommodation based actually within the hospital boundaries or outside?

Personnel / Human resources is another line of complaint.

What does your conditions of employment state in relation to permits and parking.
As you have paid for this then there is absolutely no loss incurred.

The HA will be on a kickback for the parking charges collected
  • I tried asking whether the housing association owned the building or not and wasn't given a clear answer as to whether it belongs to them or the hospital. I have nothing to lose by emailing HR I guess.

This HA has a monopoly- in my recruitment pack this place is the only accommodation offered by the hospital and is literally over the road from them.

The other weird thing is that last weekend I saw the company letting people pay for parking here to watch the rugby match. The HA states that they are not for profit so any proceeds go towards the company and are reinvested. However am I wrong in thinking if this is NHS owned land, this practice is dicey at best?

Sounds dicey and worth running past the HA.

Don't pay will you? Keep the thread current and we will help, or get PTAS to handle it.

  • The HA said that the profits are going back into the company and not to shareholders and there was no underhanded tactics. When I suggested I would pay retrospective day passes for the days where I got fines the manager accused me of fraud.

There are many, many empty spaces which they let out on match days (one going on tonight). I asked whether I could just buy a second permit, the HA said no.

I asked how people are meant to have friends etc over spontaneously when it is out of hours, the managers response was park on street (where its city council permit only). I did ask where the managers common sense was, but I sense she didn't get it...

Let us know if you appealed in time for any of them to go to IAS appeal, as these are harder to win than POPLA and we can help.
