tax credit overpayment housing benefit

If you had a tax credit overpayment that you had to pay back, then your housing benefit for that year was not enough.

So can you go back to housing benefit and say your award for this year was based on me getting this much TC, but I had to pay back this much so I should have been getting more HB?

No. The Hb at the time was calculated using the income you had at the time.

Your tax credit overpayment will be recovered from your ongoing award and the lower payments will be used to calculate your current .Hb award
I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

I wish that were true but it is not being recovered from my current award. It is like a debt I have to pay back separately and there are other charges on top as well. Its a real difficulty to pay back.

Your Housing Benefit entitlement is calculated on the income you received at that time even if later you discovered at a later date you were never entitled to some of that income.
These are my own views and you should seek advice from your local Benefits Department or CAB.
