Renovating sash windows, help!

We have recently moved to a house that has the original sash windows, that we want to keep, but currently they are cold, draughty, and most don't even open as they are painted !!!!. Those that do open don't stay open as the cords have all snapped. Does anyone have any idea how much it costs to renovate a sash window, and how long it would take, we have lots to do. Any help would be much appreciated. We love in Warrington if anyone has any suggestions of a good local company too. Thanks!!!
