Waitrose not honouring offer

I never thought I would type that title, as I love John Lewis and Waitrose, and have never had any problem with their exceptional customer service, but here's what happened.
I have a My Waitrose card (not just for the coffee, I do actually shop there), and received an email offer from them back in August - spend 4 x £40 shops and we'll give you 2 x £10 vouchers. I did this, and got an email from them saying I had qualified for the vouchers and they would be sent in September. Nothing came during September, so beginning of October I phoned to chase it up. I was told that the offer was over now, the vouchers had to be spent in September anyway. No response to the fact that I hadn't actually received my vouchers in the first place, so I emailed and got pretty much the same response - offer over, nothing we can do, sorry.
Has anyone else had any similar situation with Waitrose? And surely they can't just do that? They're not upholding their end of the bargain. And yes, I have checked my Spam folder!

I'd put a complaint in writing and see what happens.
