Leaseholder what damp survey do I need to prove no internal cause?

I am a leaseholder of an ex council flat, we have a patch of damp which *appears* to be external (from crumbling brickwork). Before sending someone to look at whether it is their problem the council want us to get a surveyor to rule out any internal cause. The first quote I got for a damp survey was £350 which sent me scurrying here, how much do I really have to spend to have something to take the council? If it is internal of course will just have to deal with it an pay up.

We had a damp survey carried out by an independent surveyor about this time last year and the cost was £240.
We are in the North West of England ( not sure where you are, but if it helps I could forward his details).
Make sure you use a surveyor registered with the 'Property Care Association'. You can find local surveyors to you on their website.0 -
I would go back to the Council and find out exactly what they require - would a builder's 'survey' be sufficient?
If they definitely want a qualified surveyor, it needn't cost hundreds. Our damp survey cost about 90 quid - he was specifically investigating an issue with the downstairs walls.0
