NS&I poor credit rating

I have a trashed credit rating from when I went into debt management, everything was paid off over a year ago, and I am saving in an ISA. My defaults will drop off in 3 and a half years.
HSBC would not let me have a savings account because I still have a basic bank account, but they let me open an ISA.
Could I have an account with NS&I as I want to save for specific things in different pots as it were. I don't want to apply and be turned down.
Also the interest is paid gross, is it much of a chore to sort out the tax payment due on it?

NS&I don't provide credit so they don't have a need for a credit check.
If you get gross interest from them, you have to tell the HMRC about it.0 -
