I understand why you are confused ..
Nursing Home care is totally different to residential care.
The person is deemed as being unable to return home or be cared for at home because they require 24/7 care which could not be given.
Part of that care includes the NHS subsidy.,
Adult Social Services subsidise the weekly cost minus this NHS subsidy and any income the resident receives minus the 'weekly' pocket money expenses etc.
In my area the budget for the weekly allowance that Social Services are willing to subsidise has not changed in 3 years despite the increase the Nursing homes have had to apply.
Most Nursing homes are private concerns recommended by Adult Social Services but because there are very few that actually come within their budget available at the point of need ( I mean none), they then try to get top ups for the difference from any source avaliable0 -

There are Warden controlled assisted living , residential and residential nursing home care homes.
If someone asks for advice about a member of their family going into a home that requires 24/7 care I will always try to help because that is the only experience I have and I hope it might help0
