Need help with an online purchase..

I made an online purchase on the 28th of last month, for £27, There were two methods of online payment available, Skrill and HiPay.

Having never used either of these before, I tried HiPay. I got an error message during the payment, so I tried Skrill, which went through first time.

It wasn't till a few days later checking my statement I see that the £27 had come out twice, once with Skrill and once with HiPay.

I emailed the retailer asking for a refund, they've informed me that this is not possible, the transaction was partially authorized by HiPay, thus the money was deducted from my account, a security check was not completed and the payment failed, but that the amount would appear back in my account within 5 days.

That was back on the 28th so it should be back by now but its not, Ive asked twice for a refund but the retailer has refused..

Surely the money has to be somewhere? Is this an error by my bank or am I really entitled to a refund? Im going to call my bank tomorrow but im not sure where I stand here!

    Never used HiPay before, but from what you've said it seems that the retailer hasn't received payment via HiPay....

    Would that not be the case that this "HiPay" company has not passed over your money to the retailer? Thus, would it not be HiPay you should be chasing this up with?

    Well I did try and email them this afternoon but funnily enough I got a technical error message on the contact page, much like when I tried to make the payment first time round.

    How did you get the money to skrill? If it was via credit card or debit card, speak to your bank/card issuer.
