Thank you for your email concerning the Independent Appeals Service(IAS).
Unfortunately, the DVLA is unable to provide comment or intervene in the independent appeals process offered by either the British Parking Association (BPA) or the Independent Parking Committee (IPC)and therefore is unable to assist you with your complaint against the IAS.
You should be aware that whilst the appeals process offered by the IAS is binding on the parking operator it is not binding on the motorist. Should you choose not to agree to the independent assessment you may allow the case to progress to the courts where you will be able to put your mitigating points across.
I trust this clarifies the Agency’s position in this matter.

As your appeal has been completed and closed, the IAS is unable to consider additional evidence in relation to your case. Further communication should be sent to the operator, as the IAS is unable to assist you further in relation to your appeal.
Thank you for your subject access request. To enable us to process your request we require a fee of £10. This can be paid by issuing a cheque payable to the “Independent Parking Committee Ltd” and sending it to the below address:

Please include photo identification to allow us to confirm your identity, copies only do not send originals. Examples are:
Passport/Travel Document
Photo Driving Licence

Hopefully the SAR was re-worded before being submitted. If it was submitted as posted above then I agree with you, a waste of £10. In my opinion the SAR should be non-specific, it should simply request everything the organisation holds concerning the subject, in whatever format.
I saw one response from the IPC in which they requested to know what information the subject required. My suggested response was "if I knew what you had concerning me then I wouldn't need to ask, I require everything".Je suis Charlie.0 -

Yes. My point, and one you have taken up, it is everything that an organisation holds about a subject. That obviously excludes details of contracts between landowners and PPC's for example.
People do have strange ideas about FoI and SAR/DPA as I well know having been the Data Protection officer for a large organisation and dealing with FoI requests (FoI did not apply to us) and woeful DPA SAR requests. Most of the Data Protection misconceptions, however, lie with those front line staff who work for companies and refuse to answer legitimate enquiries and hide behind the equivalent of "The computer says NO"0
