What is this brown stuff on newly painted window?

I painted my wooden window frame a week ago.

It is now brown, as seen in the photo.

I don't think it is rot, as the wood is stuff hard and does not crumble when I push it.

What is wrong with my window, and how do I fix it?

    I used a wood primer. Then wood paint. It was a bit like that before and I painted over it, but I didn't expect it to come back.

    I guess I'll have to sand it down and repaint. But what paint do I need?

    Part of the Furniture 1,000 Posts Combo Breaker
    Try oil based undercoat and top coat, most top coat is now water based especially at DIY stores.
