Council PCN (Code 027 - Parking Adjacent to dropped footpath)

Hello,

A friend recently received a parking fine for parking adjacent to a dropped footpath. Now I have reviewed the photo evidence and it's hard to argue against the decision to issue the ticket.

The car was subsequently towed (prior to her seeing the notice, I might add).

She eventually got to the place where the car had been towed and had to pay a release fee. They also made her pay the fine upfront for release.

I am wondering if there is an technicality she might get out of with this being the case. Doesn't she have 28 days to settle the parking fine? Obviously she had to pay the release fee from the towers to get the car out of there ...

Please advise.

    Right - my twopenn'orth:

    If ever a Council towaway case happens the victim would be daft NOT to appeal! It is not hard to argue against. Appeal ANY Council tow - whatever the circumstances - every single time and with pepipoo forum help. Almost every tow fee and PCN fee gets refunded in full when people get pepipoo's expert help, because, among other arguments (Lead Adjudicator's words to Parliament) towing is 'draconian' and often not 'proportionate':

    Search this pepipoo forum for the words 'no-brainer' (spelt like that with a hyphen!) to read umpteen winning towaway threads. Do the search NOW:

    As the person has paid in full already, pepipoo posters always say it is a 'no-brainer' to appeal all the way to adjudication as she can't lose out. She needs to post her own new topic on pepipoo with pics of both sides of the PCN and other documents & pics of the place where the car was parked (lines & signs).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
