GPEOL...am I misunderstanding it??

In many of the GPEOL calcs that PPCs are trying they claim for their entire appeals process eg manpower for reading appeal, collating response etc...
Surely at the time of parking their GPEOL can only include losses incurred up to that point [plus maybe the costs of sending an invoice].
Any other costs they incur in chasing debts after the initial incident are entirely at their own discretion, ie it's within their power to cap their costs at circa £5.
The figures that they use are typically the BPA std of £100/discounted to £60. However if you pay without appealing, then you are paying for parts of a GPEOL that you are not incurring?

I have said exactly the same on may occasions. Any "loss" incurred must be at the point of issue of the charge, and be directly related to that particular incident. All the costs which are typically included by the PPC in the GPEOL statement tend to be either general running costs (cameras, computers, staff, etc.) or costs incurred AFTER the event (postage, time spent concocting their POPLA evidence, etc.) which cannot count. As you say, if I were daft enough to pay the £60 up front, there are no POPLA preparation costs.0

As neither a PPC nor a landowner suffesr a loss when a punter leaves a site, parks waywardly, or a tenant fails to pay a parking permit, the only losses which a PPC incurs are voluntary. They do not even need to know who the RK is when minor breaches of T&Cs occur. They are merely trying to con people into thinking they have breached a contract.You never know how far you can go until you go too far.0

The costs claimed as 'loss' must be in the 'reasonable contemplation' of the Operator when issuing PCNs.
