Parking eye fine :(

Parking eye have sent me a letter asking for 75 quid for staying 21 mins over a free 90 min stay in a free carpark.
I have looked at the forums and believe that my next step is to send this to PE:

Dear Sirs

Re: PCN No. xxxxxxxxxx

I refer to the above notice which I challenge, not as driver but as keeper of the car, on the following grounds:

a). The sum sought does not represent a genuine pre-estimate of any loss and yet it is intended as a deterrent, so the charge is a penalty.
b). The signage on site is deficient, the wording unclear and it fails to comply with the Code of Practice.
c). In the absence of any evidence it is my case that you lack any or sufficient proprietary interest in the land.
d). Your notice was deficient and fails to comply with Schedule 4 of the Protection of Freedoms Act 2012.

This is my formal representation. There will be no admissions as to who was driving that day and no assumptions should be drawn in the absence of evidence. I have decided to appeal this as keeper and as such, you must either rely on the POFA 2012 or you must cancel the charge if you know you cannot claim keeper liability in this case. Please uphold this challenge or send a rejection letter, so I can escalate this matter to the independent appeal service offered by your Trade Body.

Is this correct? If so how do i fill out the rest of the form, do i actually supply my full details and name myself as the driver, keeper or both?
Thanks in advance, i'm getting a bit worried as the 14 day 45 quid limit is up at the end of the week, i haven't been home so only saw the letter today :(

    *ahem* Speculative invoice! You have not been fined !

    And no - don't name yourself as the driver. Keep everything in third party - i.e. "the driver" parked, etc etc. not "I".

    I'd also edit out your name in this post - the scammers do read this forum!

    Don't worry about any discount period - if you follow the advice in the stickies at the top of this forum, you will not be paying a penny.

    Err sorry to be blunt here but do you actually understand what you are submitting as an appeal?

    You have already stated that you are appealing as the registered keeper and will not be supplying name of driver - and yet you are asking if you fill out form as driver/keeper or both !!!!

    Obviously you will need to fill out your name and address as the keeper if that is how you are appealing. !!!

    The 14 day offer for their reduced offer is a red herring.

    It seems that you may have left yourself open on the forum as being visible so it is highly likely that Parking Eye will reject the appeal and supply a POPLA code. Do not waste it as it is only valid once. You will need to be more on the ball and make sure that you get it checked over.
