I've stayed in hotels near the Gare du Nord which are very convenient for Eurostar. It looks a rough area but seems safe enough to me. I only need a bed for the night and want to go out and about to see the city rather than spend my money on a boutique hotel.

Hotel Jeanne D'Arc in the Marais district is good for the price, I'd stay there again.

We had the most amazing trip to Paris one January. It's magical in the snow!

There are often bargains to be had on lastminute.com or similar, espcially for top secret hotels. For food, there are lots of places in the 5th and 6th doing set menus (typically pate, steak, creme caramel or similar) for bargain prices - 10-12 EUR. It's a great city for those on a budget. Oh, and don't forget to go to the Louvre when it's free if this coincides with your stay (I think it's just once a month) - but get there early!
