Moped Parking - Advice Please

Hi all
I recently got myself a moped, to save on costs, petrol, parking etc, I normally park at a council designated motorbike bay in Manchester city, but I noticed a close bike rack closer to my work that had mopeds/motorbikes parked on, so I started parking there.
Last wednesday I had a UKPS ticket stuck to the seat, claiming Un-authorising stopping/parking and £60 paid within 14 days etc etc. It was then I saw the UKPS sign which was further down the street attached to a post. It's not clear that the sign is for the bike rack or the road. I called Manchester City Council asking if they allow mopeds/motorbikes to park on bike racks and they said yes, but as this road/pavement is private owned by the RBS bank on Spinningfields it wasn't their problem.
I'm compiling a letter to appeal, but can you help with advice for the below?
1. Do I write now? They currently don't have my address and they will have to request from the DVLA, but if I write with an appeal now I'm giving it to them straight away.
2. I have some arguments, not just migrating circumstances, but as I was technically in the wrong parking a motor moped on a bike rack should I just pay?

mitigation rarely works, and as these c*wboys are in the IPC then its the IAS for any appeal , AFTER the initial appeal to the PPC , if they refuse it (which they will)
read the NEWBIES sticky thread for help and advice, normally wait for the NTK too , then appeal
you can either try your own appeal which costs little or nothing, or pay PTAS appeals service £16 to do it all for you, your choice
but read that sticky thread before you do ANYTHING ELSE !0 -
You don't need to 'compile' a letter as it's already written for every registered keeper (suits every case), in the Newbies sticky thread. And you don't appeal yet.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
