6 years limit - please help!

Hi all
I have read Martin's guide and many posts. I understand there is a 6 year limit.
Is this a 6 year limit in banks requiring to supply you with details of penalty charges under the data protection act?
Or a 6 year limit in banks having to refund charges?
Or a 6 year limit in terms of going via the small claims process in the courts?
Or a combination of these things?
Many of my charges were in 1999-2001 so want to understand exactly why I cannot reclaim.
Do I have any recourse at all to reclaim these charges?
I know I should have done so before now but I did not realise quite how much I was being overcharged (around £50 per month). I have bank statements only for the year 2000.

I think you can only reclaim charges dating back 6 years from the date of your claim. Therefore, any charges incurred during 1999 and 2000, and the early part of 2001 aren't covered by the reclaim process.
I may be wrong, but that's my understanding of how it works.

This is s sticky point.
I know of people who have successfully claimed pre 6 years refunds using s.32 of the limitations act. Under section 32 the 6 years would start from the date you found out that the charges were unlawful- i.e. 6 April 2006 when the OFT report came out. So you would have 6 years from that date to claim any and all charges using s.32 to claim the banks did knowingly conceal the fact that their charges are unlawfull.
