NCP PCN at rail station car park

Good morning all!

I received a windscreen PCN about 3 weeks ago and have looked at the very helpful newbie thread and links but am still unclear about when I should submit my appeal to NCP as the thread suggests waiting until 21 days have passed since PCN issue date yet the flowchart seems to suggest waiting til the NTK letter arrives from NCP.

Can you please clarify correct procedure as rear of PCN says appeal must reach them no later than 14 days from PCN issue date!

  • Wait for your NtK (unless it one of those PPCs that don't tend to send them, or they go 'missing' in the post). This should come between days 29 and 56. Given it is a railway station, then appealing as Keeper would be best as the POFA probably won't apply - giving you an extra appeal point.

    Which PPC is it?

    Thanks for info....it's from NCP and newbie thread said they can faff with sending out NTK...it's just that that newbie thread opening post and flowchart seem to contradict re when to submit appeal.

    As its NCP I would whack it in now at day 21 and not wait for NTK, BUT do appeal as keeper NOT as driver. Use simple appeal in newbie thread.

    As NCP do muck about with their NTKs, they may never send one but go straight to debt letters!

    Thanks Dee, I'll copy and paste the aforementioned template to NCP online shortly.

    As they're seemingly a member of the BPA, need I mention in this appeal to NCP that their £70 charge, reduced to £50 if paid within 14 days of PCN issue date, contravenes the BPA's Code of Practice as this equates to only a 33% reduction instead of the minimum 40% the BPA?

    Yes you could mention that. Definitely appeal around day 21 as keeper (not driver).

    Shame no specific reason given for its cancellation by a Business Manager though......

    Any ideas.....apart from maybe "they didn't have a leg to stand on"????
