Advice regarding fixed penalty notice

My daughter received a fpn from the derbyshire constabulary.
The offence relating to failing to comply with a solid white line and no parking signs posted on a wall adjacent to open moorland.
theses are the points I would challenge
1) the white line was not visible due to it being covered by other vehicles
2) having checked the line it is not solid due to wear/tare etc
3) the no parking signs are fixed halfway up a stone wall approximately 3ft high therefore not in the line of sight
4) the signs were not visible due to the other vehicles parked at the same location
5) the alleged offence took place on 26/7/14 she has only just received notification of the conditional offer- my question here would be the timeline.
So the bottom line is
To appeal or not to appeal thats the question!
As usual with any notices issued by the police there is the threat-challenge this and you'll pay more,so folk just cough up unless they can afford mr loophole etc where's the justice in this?

Best to take this over to Pepipoo - they are better-placed to deal with real penalties.
