The 'personal belongings' have belonged to the child since her mother died. Your parents should give them to her, they have no legal right to decide where the belongings should be kept or by whom.

True but the fact is they have them and were the only ones around when the mother died and the child needed them. If I were in the GPs situation, I would only hand them over if I thought the father would ensure that the items were kept safe and only given to the daughter when she was able to make an informed decision for herself.

We do not know the father or child. If I was content that the father would do the right thing and I was resisting for my own purposes I would not feel proud. However, if I had given the items to the father and he sold them, destroyed them etc I would not feel good. If I found that he has given them to a 10 year old that had not looked after them but then 10 years later wished she had, I would not feel good. If a court ordered me to hand the items over I would know that I had done all I could.
Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.
