Its always useful to find out who the organ grinder is.
And as for complaining to the land owner, its always worth it, as they are often sold the idea that the PPC will deal with everything and parking will not be an issue.
The more the landowners realise that the standard PPC model is anything but trouble free for them the better.
Its the landowners that let the PPCs infest their car parks.
Its the landowners for who the PPCs operate
and its the landowners that are ultimately responsible for the conduct of their agents. From the Plain Language Commission:

Obviously I have my own thread regarding my parking issues.
We called back in to Ikea the other day and you will never guess where all the store delivery trucks were parked!!!???
Oh, you did guess, anyway I got some cracking photo's of their "unauthorised/obstructive parking"!
Should I send these to POPLA?0 -
Give them to the OP to send with his/her complaint to the landowner about detrimental and bullying treatment of customers. It would be good to show that the place in question IS considered a suitable place to park, even for lorries, so cannot be obstructive if a mere car is there.PRIVATE 'PCN'? That is interesting, ducatidaz, particularly as I've just had the following from the owners:Thank you for your e-mail re parking at Giltbrook Retail Park.
Parking Eye are employed on site to ensure that vehicles are parked correctly, as anyone not parking correctly can cause congestion and affect the traffic flow.
The signage at Giltbrook clearly states various reasons for a charge being produced, including "Parking only within marked bays".
Parking Eye have confirmed that the vehicle in which you were a passenger was not parked in a marked bay, but on the edge of a kerbed area, making it diffiicult for anyone in the spaces next to it to reverse out.
There is a clear appeals process on the rear of the ticket if you feel the ticket issue is unjust, or I am happy to pick this up with Parking Eye on your behalf, but need to understand why this vehicle was not parked in a marked bay on this occassion.0 -

Take them up on this offer and show them those pics from ducatidaz. Be careful NOT to say 'I' when talking about why the car was parked there by 'the driver'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm very happy to report that PE have cancelled their charge. I'm guessing the £200 receipt for Decathlon played a role here but can't be sure. Many thanks for all your help with this.Reference: Parking Charge Notice - @@@@@@
