Parking in a disabled bay, Council!

Hi everyone,

The other day i parked in a disabled bay, it has a sign next to it. I was half in the disabled bay and half in a normal bay. The parking warden observed my car from 10:09 and put the ticket on at 10:10, As i came back i got in my car before he had chance to put the ticket on the windscreen, so instead he threw it through the window.


Ive just been online and viewed the evidence, on the evidence it shows half in the bay and half out. No windscreen photo

What grounds for appeal do i have?

Also could i recieve points if i dont pay?

    None of us condone parking in a disabled bay even for a couple of minutes so unless you or a passenger is disabled - stay OUT.

    That the PCN wasn't placed on the windscreen nor handed to the driver, so it was never served. The lack of windscreen photo helps that argument.
    Also could i recieve points if i dont pay?
    NO!! Almost every Council area operates decriminalised parking enforcement - this has nothing to do with points on your licence. BUT you don't ignore the NTO.

    ...and show them the PCN (BOTH SIDES OF IT) and ask if they would appeal now or wait to see whether the NTO alleges a PCN was served. I would favour waiting, as long as you are the registered keeper, then appealing on the above basis plus anything else pepipoo posters mention. I feel it's best not to appeal to the PCN as you want to be saying it wasn't served (which is true) and appealing to it makes it look like it may have been handed to you.

    Do not ignore the NTO as you will need to appeal this at NTO stage and then at adjudication (a meeting where you can say in truth that the PCN wasn't handed to you).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
