Parking Notice UKPC cheltenham

Hi, could someone advise me please.
After overstaying my welcome by 9 Minutes I received a windscreen parking notice from the nice people at UKPC for £100. The car was parked at Portland Street in Cheltenham 25-7-14. Now the confusing thing is that the car park was free after 8pm earlier in the year (apparently it was owned by the council then) now it's 24hrs. My wife didn't realise this. Also some of the card parking area is still owned by the council and is charged until 8pm. Very confusing.
Anyway, I have a ticket. Having found this wonderful forum I followed the recommended course of action by waiting for the Notice To Keeper (which came on the 16-9-14) and replied with the standard appeal letter asking for my POPLA code if rejected. Today 04-10-14 I received a Debt recovery letter and no rejection or POPLA code.
Should I just wait a bit longer for the rejection letter or should I email it this time? Without the POPLA code I don't know what to do next.
Any help would be gratefully received.

    they have 35 days to reply to your appeal, hope you got a free cert of posting at the PO when you sent it in ? clearly you havent given them 35 days to respond but they should acknowledge it within 14 days anyway

    maybe send it again and remind them it was sent once on xx/xx/xxxx and you do not expect debt collector letters whilst waiting for a cancellation or a popla code, especially when you are disputing the charge and have no debt

    if you did get a free cert of posting, copy or scan it, then complain to the BPA about being hounded by debt collectors even though you have had no reply from UKPC , give the BPA copies of all paperwork including a copy of the cert of posting too

    quite a few companies start debt collector chains after 28 days due to there being little or no ethics in this cowboy industry , so its hazard but irrelevant at this moment in time

    Apart from being worthy of a complaint to the BPA Ltd, and DVLA. I know they will both do nothing, but if EVERYONE who detects ANY breach of the BPA AOS Code of Practice did complain, then they would be inundated with them, and could not sit back and ignore them. It's unfortunate that 99% (a guess) of advice on the forums to complain to these bodies is ignored, so the scam is allowed to go on.
  • Hi all, I did complain to the BPA and again to UKPC who today cancelled my ticket. Hoorah! Whether the complaints had any effect or the legal stance and language supplied by your good selves I don't know but a result just the same. Thanks again.

    I complained to them once about a code breach re assumption of authority by Town and City. They replied saying that they were unable to intervene in the appeal process. Morons.
    You never know how far you can go until you go too far.
