If her only current credit is phone contracts then she may need to start building up a credit history with a subprime card lender. http://www.moneysavingexpert.com/credit-cards/bad-credit-credit-cards

She could take a look at the MSE eligibility checker to get an indication as to which providers may be willing to accept her.

Is she on the electoral roll? If not, she'll find it difficult to get any credit and she could face an £80 fine.
Credit 'Score' - Don't buy the credit 'score' that Experian, Equifax and Noddle want to sell you. It's an arbitrary number that means nothing when it comes to applying for credit.

ALWAYS HAVE A DIRECT DEBIT SET UP FOR THE MINIMUM PAYMENT ON YOUR CREDIT CARDS, REGARDLESS OF WHETHER YOU PLAN TO LOGIN AND PAY EACH MONTH.
