Mortgage payment protection

I have just recieved a letter from RBS (mortgage was with Nat west) confirming that my PPI claim was successful.
But they are only repaying 50% of the money on this claim for my half.
The reason for this they say is that, this is due to me and wife being seperated and living at different addresses, when i filled the form in i only put my address down, even though both of our names are on the form and have both signed it.
The mortgage and PPI are in both of our names, but they are making her put in a new claim for her half, even though the initial joint claim was successful.
Can we do seperate claims on the same PPI ?
