Can't see picture in email

Can anyone help please.
I can't open some pictures in my emails in Outlook Express. Only a red cross.
Windows XP.
Picture is in email not an attachment I can open.
No bar is on top to click onto, to unblock images.
In OE, I've clicked on "tools", "options", "security" and unchecked the box for blocking images in emails but still no difference.
Any suggestions please?

This usually happens when you have no internet connection or that the picture has been entered as a form of link to a file on the senders pc which you have no access to. Right click on where the picture is and then click on properties to get more info0
