What planning consent do i need?

Just spend nearly an hour getting thoroughly nowhere on my local council planning section.
I have a large downstairs utility room that I want to split into a bathroom / smaller utility. This would involve constructing a partition wall.
My house is listed, but I intend to install a show cabinet (so no wall tiling) and a toilet and basin. This will therefore not alter the character of my property at all (in my mind at least as there will be no change to the fabric) apart from the partition wall which could be easily removed.
Would this come under permitted development? I am confused as all the examples talk about extensions etc. which is not what I want to do. Help.

You wont need planning permission. You may well need Listed Building Consent.Eat vegetables and fear no creditors, rather than eat duck and hide.0

Thanks Phil - do I need to get plans drawn up to apply for listed building consent or would an outline of the proposed work be sufficient?
Only installing downstairs facilities as I had an accident recently that made me realise that with the bathroom is currently upstairs I am stuck if my mobility gets any poorer.0
