council tax backdating

A few years ago I applied for and got council tax discount. I then stopped claiming for it as my friend moved in. I went back to paying full council tax payment. When she moved out I wanted to go back to getting my discount but she did not want her name disclosed to my council. The council is saying they need to investigate so need details of the person who moved out so I can get the discount and maybe get back what I lost over the past few years.

Any advice please?

Tell them or don't get a discount, seems a no brainer.

If you want your discount provide the information they want. If you don't or won't then continue paying the higher Council Tax.

You won't get back discount from earlier years, just tell them the name for this years CT.
