Very low water pressure in one shower

We moved into a new build house that we are renting and have slowly be getting all the snag list items sorted/ working out what things are etc (no manuals for anything etc).
Upstairs we have a bathroom with over bath shower and an en suite with a separate shower. Both rooms have the same shower unit, non-electric, which has a "pressure" dial on one side and a temperature dial on the other.
In the over bath one its fine, not great pressure but acceptable which increases as you continue to turn the dial and a reasonable range in temperature
The en suite one seems to have problems. Its either on or off, turning the pressure/ opening it up does nothing, and its not much more than a slow dribble. Similarly with the temperature, if its on minimum setting then its ice cold, turn it 1mm and its scorching hot and doesnt change from nuclear temperature no matter how much more you turn it up
I tried switching the two shower heads, which were different, but get the same results irrespective of the heads used.
I did initially think that there may be some sort of blockage on the cold water feed possibly which would explain why when the temperature gauge allows any hot water through it only gets hot but there is never a change in pressure when moving the temperature dial which in my logical thinking I'd of kind of expected if this was the problem.
Unfortunately out landlords overseas and hard to get hold of and even when I do there is then tooing and throwing between them and the builders and so minor things I;d rather just get fixed myself. Its taken 5 months to fix the downpipe and dishwasher, still have 3 or 4 other issues outstanding that were raised on day 1 of moving in.
