Have read the sticky but not sure about appeal at this stage.
Had a PCN from Parking Eye, ignored it. Today got the LBA.
I was NOT the driver, car is in my name only because I arranged the finance for my brother.
Not sure whether to write and give brothers address or appeal as per template letter?
Any advice most appreciated,

only you can decide what to do, either name the driver or defend yourself are the options here, because PE do take people to court, 30 thousand a year at the moment
so you could follow the LBA sticky thread listed in the crabman sticky thread (the lazydaisy one)
or name the driver and absolve yourself under POFA 2012
your choice really
if you name the driver, PE should send them an NTD and they will have to defend it using the info in the sticky threads0 -
Give brother's name but same postal address for service, so you receive the new PCN and can handle it for him (appeal IN HIS NAME obviously).
Do not even think about NOT naming the driver unless it wasn't a postal (ANPR) PCN which PE's almost all are. As keeper, you have no appeal options and will possibility end up with court papers for ignoring this (terrible mistake to follow old advice). So why you wouldn't name the driver is beyond me!
Luckily you have a way out to rewind the clock (which is explained and a template letter shown, in the Newbies thread in the bit about 'too late to appeal, you think?').PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
