DVLA / SORN / Insurance Advisory Letter ?

DVLA sent me a 'failure to tax vehicle' letter and fine
vehicle was SORN'd by previous owner, i stupidy assumed DVLA would inform me when i needed to SORN/tax the vehicle if they had a problem with it before i fixed the car and decided to tax it. -yes, it's off the road.
after lots of internet clicking and typing I suspect DVLA 'forgot' to send me a 'Insurance Advisory Letter'

Am i the only one having difficulty with databases making life more difficult, or is it because i am getting old, post office can't even give me a form (V890) to declare the car SORN, gov.uk website still has it, but no printer working here, tried calling 0300 number, but all lines busy -"please try again later"

This. It's been the same since SORN came in in 1998.
.....as above, unless the vehicle was untaxed and off-road prior to that date,and had not been [unnecessarily] SORNed.
Then, a simple change of RK and new V5c issued subsequently.
[still no 'requirement' to SORN....because of the date last taxed pre-dates 1998]
However, if voluntarily SORNed, or subsequently taxed..then SORN rules kick in.No, I don't think all other drivers are idiots......but some are determined to change my mind.......0
