Council fine, don't understand it

I have recieved a letter from a debt collecting agency informing me that I owe £187 to the council for a parking fine issued around this time last year.

What I don't understand is;
  1. I haven't received anything about this, prior to the letter
  2. It is a registration of a car I owned at the time, but in a town I don't ever recall visiting, some 60 miles from where I live
  3. I haven't had a council parking ticket on my car for YEARS, I mean back in 2004 or something.

Is it a mistake?Is there ANYTHING I can do? As It's gone to debt recovery I don't imagine I can dispute it with them, I'll just get told to pay it...Also I imagine had I received contact from the council at the time, it would be half the amount (or less).

The ticket I received back in 2004 WAS a mistake so I know they do happen, it wasn't my car registration, I resolved it by sending them a picture of my car and its log book.

Why haven't I been contacted before now?
I do a fair bit of driving and don't have a particularly great memory, but I have googled the location of where this supposed ticket was issued and I have no recollection of being there-I have no reason to be there, I live miles away.

I don't understand.

I'm thinking at the moment to write to the council and explain. If I have to pay the fine I will do but I don't want to pay the £187, which is £75 'compliance stage fee'.

If anybody can advise I will be very grateful.

    I suggest, being a council one, that you may be better served by posting this on pepipoo.com, council section.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
