Parent's neighbours - renting, would you complain?

Good morning

My parent's neighbour's rent their house - is was let through B*****r - I don't know if they manage it.

Just to give you an overview of the type of people that they are - the man living there (it is a boyfriend, girlfriend and baby - and the man's dad lives there on and off too) recently bought a private number plater that reads 'ASBO' - nice people lol!

Anyway my question is whether or not it is feasable to complain (perhaps anonymously as my parents own their house and don't want any neighbour disputes) about them and whether you would?

Firstly, they are running a business from the home - doing up cars and selling them on - this means that their double driveway is always taken up by these cars and then they park their own two cars and van outside other people's houses - now I know that people can park where they like however the parking causes massive issues as it is a very small T shaped cul-de-sac and so results in driveways being blocked etc. Also, he is often out at night (as he works in the day) until after 11pm banging about doing stuff to the cars - loud enough that we can hear and we live indirectly opposite - so their next door neighbours must hear!

Secondly, his 'ABSO' car is extremely done up and so the exhaust is ridiculously loud and he has a sub woofer so the music & bass is very loud too. He sits in this car sometimes at 11.30-12 at night just listening to the music and revving the car - resulting in waking at least my family up let alone anyone else! When he drives out of the cul-de-sac he literally revs the car so much that not only is it extremely loud it shoots off really fast - god forbid if a child was out there playing and crossed the road (it's sort of a raised road that's level with the paths due to it being a small 'private' cul-de-sac and therefore children do play out there).

Would you complain to the letting agent? Speaking directly to the neighbour isn't an option as they aren't nice people. The house never seems to have the same tenants for more than a year or two so another option would be just to wait it out?

    Do different than if they'd sold the place to this fine person (except in Scotland where landlord has responsibilities for ASB by tenant).

    Or approach landlord: The tenant's contract is with the landlord, not the agent: You obviously know who they are.

    Not sure the letting agent would be all that interested, but you could try. The planners might want to know about the (presumably not permitted) business being run from the premises. Car exhaust and bad driving are for the police. Car music noise (and noise in general) would be for environmental health at the council.

    Getting someone else to do your dirty work is hardly likely to improve the situation.

    I successfully complained to a letting agency once. They guy was nocturnal (but also there during the day, so when he slept, I don't know because I didn't!) and ran up & down stairs / slammed doors & kitchen cupboards all night. Letting agent dealt with him & he was quiet after that. Result! One other thing to check in addition to other posters' suggestions - when he advertises the cars, does he put a T in the ad to show he's a trader? Trading Standards would be interested in that one. Good luck, it's miserable having noisy neighbours.

    I would have a word with the other neighbours and see if you can collaborate somehow.

    There is no magic ASBO fairy who will act on an anonymous tip off and make them suddenly change their behaviour. At some point someone is going to have to challenge them, if only to get the authorities involved.

    If they are renting privately if the letting agents get enough complaints they may just decide the tenant isnt worth the hassle and convince the LL to S21 them. Or they equally as well may not give a hoot.

    What would you do of they had bought the property? Living next to people is luck of the draw. At least there is the possibility they won't be there too long.

    You should make your complaints known to your local 'tenancy relations office' (or similar name), it's their job to mediate in these matters.

    Running a business from a residential property.

    And I know the police don't really get involved in noise matters, but I'd still call the local nick at 11 pm.
