Bonuses should be given when targets have been reached and exceeded. Targets should be positive ones as well.

Paid for what you might have to do and the skills required to deal with such events!! Armed criminals, drug addicts, road traffic collisions, house and flat fires, radiation incidents, 911, 7/7 etc.....
Not to mention the horrendous injuries and dead bodies these professional people deal with on a daily basis.
