Claiming as a couple, one eea national

I have been trying to do a claim for jsa and housing benefit for myself and my fiance as we are both looking for work, and we need help with paying our rent and bills until we find jobs.
The problem I am having is when I have to fill in the section about my partner, it asks for his national insurance number which he doesn't yet have.
I read on (I think) gov.uk that he can apply for it through the benefits application. I can't progress any further without it though.
I have tried multiple times to call the job center to ask them but no one seems to answer the phone.
What should I do? Please help. Thanks

Need more information as benefits changed from January.
Is the other person a UK citizen or non-EU?
If they are a UK citizen, have they been out of the UK recently (as neither of you have jobs) and if so, how long for?RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.
