Flooring options...

Ok so I live in a HA property, New build flat and moved in 5 years ago, location wise is excellent as I'm less than 10 mins from work/local shops and about 20 mins from school and the town centre, Would still like a garden though so am on the council list and homeswapper sites so could in theory move in the next year or two but who knows.
Anyway, I've had the carpet since I moved in and its not looking its best, there are a few odd marks on there that just won't shift, a bit of scratching by the cats and general wear and tear, I just can't afford to have it replaced at the mo so options are:
Rip it up in places( may leave bedrooms) and just have the bare mdf flooring but a bit worried about noise travelling downstairs and what if something spills? would it just soak in? would have the odd rug though I could wash regulary
Buy new carpet on credit but may have the problem again in a few years
Buy laminate/vinyl/tiles which is what I would like ideally but a bit worried about noise especially when the cats bomb through the flat at night
What would you do?

Personally I wouldn't go into debt to buy flooring so I'd get some cheap rugs.0
